Provinciaal Electriciteitsbedrijf van Noord-Holland was more widely known as PEN. It was a state enterprise established in 1917 as a successor of Kennemer Electriciteit-Maatschappij, whose importance was that it provided electricity to Hoogovens, the sole Dutch steel factory and since 1918 of Hollandsche Electriciteits Maatschappij, responsible for the Gooi area. It obtained a monopoly for the whole province of Noord-Holland, except Amsterdam and the island of Texel. Its headquarters were in Bloemendaal from 1935 to 1982 and from 1982 to 2021 in Alkmaar.

At first, PEN supplied electricity to existing municipal networks, but in the course of time, it bought most of its clients. After 1990, the Dutch government came under increasing pressure from the EU to privatise utilities. After a number of changes of ownership of parts of PEN, NUON bought all parts of what used to be PEN in 2004.
