Wigan Corporation built the infrastructure for a horse tramway was in 1880. The network was leased to a succession of private companies. Steam trams were added. In 1901 the Wigan Corporation took over operations and electrified the horse-tram network. In 1902, the Wigan Corporation also took over the steam tramway routes operated by the Wigan and District Tramways Company and converted their lines to electricity. Trolleybuses were operated on a single route from 1925 to 1931.Tram and trolleybus services ended on 28 March 1931.
The Wigan Corporation Transport Department became part of Greater Manchester Passenger Transport Executive in April 1974. This body was rebranded to Transport for Greater Manchester on 1 April 2011. Meanwhile, the lines were run by a separate company, GM buses. In December 1993, GM buses was split and the Wigan lines ended up with GM Buses North, before being sold to FirstGroup.
