The roots of the Walthamstow public transportation services can be found in a stagecoach service between Walthamstow and Leyton, started in 1707. The operation ended up in the hands of Francis Wragg. By 1826, Wragg operated a profitable coach service to London. In 1840, Wragg opened a horse-drawn bus service to the Lea railway station from Walthamstow. By 1880, the operation was known as the Lea Bridge, Leyton and Walthamstow Tramways Co. The Walthamstow Urban District Council Light Railways (W.U.D.C.) was established in 1903. It opened four electric tram lines in 1905. The only token known for this period is for pupils, as it is marked Education Department, Special. In 1911, the London General Omnibus Co. provided Walthamstow with its first bus line.
In 1924–32 the Council modernized the tram system. Due to the incorporation as a municipal borough of London in 1929, the system was re-branded Walthamstow Electric Tramways, owned and operated by the Walthamstow Borough Council Light Railways (W.B.C.) On 1st July 1933, services were taken over by the London Passenger Transport Board (LPTB).
